Youngblood has over twenty-eight years of public service/first responder experience with a core proficiency in Indian Law, Indian Culture and Disaster cleanup. He is also an instructor certified by the Department of Energy (NNSACTOS), Emergency Management Institute (EMI), and the Center for Domestic Preparedness (CDP) to name a few. He has been awarded a Master’s degree in Emergency Management with a specialization in Organizational Leadership.
Vice Chair
Katina brings over twenty years of experience in the non-profit sector, specializing in underserved populations, and more than fifteen years in Human Resources. Her HR expertise is deeply integrated with safety, ensuring that employee well-being and organizational health go hand in hand. By balancing compliance with workplace safety, she creates environments where both organizations and employees can thrive. Katina has led HR departments for two large non-profits and excels in merging safety protocols with HR policies to promote both employee well-being and organizational sustainability. Additionally, she is experienced in emergency management planning, ensuring preparedness and continuity during crises. Katina is a dedicated member of professional organizations such as the Central California Society for Human Resources Management (CCSHRM), Society for Human Resources Management (SHRM - National), American Society of Safety Professionals (ASSP), and the National Association of Professional Women (NAPW).
Treasurer
Having spent fifteen plus years in the banking industry in finance and management, her passion for finance and administration management has been to promote knowledge and motivation amongst her peers. She believes in empowering employees with creditable information, but as an executive in a leadership role, she has the willpower to promote a positive balance amongst her priorities. She is a member at the IMA, (The Association of Accountants and Financial Professionals in Business), and is also the President of the local SHRM chapter in Fresno, California.
Secretary
Having worked for the Probation Department for over ten years, Christopher also served as an Armed Transport Officer, Police Baton Instructor and Senior JCO supervising the Administrative Segregation unit. During that same time, he also served as a Reserve Police Officer with the City of Fresno from 1999 to late 2000. He has been a Criminal Justice Instructor with UEI College since May of 2015, and was Lead Instructor from early 2018; he now serves as a Senior Criminal Justice Instructor. Christopher has received Instructor Training Certification through FEMA. He also earned his certification as an instructor for both Law Enforcement Protective Measures (LEPM), as well as Law Enforcement Response Actions (LERA) for CBRNE incidents.

With 30 years of experience in the Educational field and including operational planning, Denise has expanded her core proficiency to include ICS/NIMS certification with advanced training as a Public Information Officer through Homeland Security. Denise is one of the few first responders to go Hands On Training (HOT) with Sarin Gas in Respiratory Protection at the CDP and she holds a Master's degree in Negotiation and Dispute Resolution with an Emphasis on Education.

Mr. Davis is a long-standing member of the Native Community, with ties to the Haslett Basin Holkama Mono Nation and has served in many capacities for his People. Currently, he is the Chief Executive Officer of Haslett Basin Traditional Committee and holds a respected position as a ceremonial leader.

Doctor Hansen holds a doctorate in Political Science from Texas Tech University. He was Co-Coordinator of the Africana & American Indian Studies Program at California State University, Fresno from 2007-2010, was tenured and promoted to Associate Professor in 2008. and eventually promoted to Full Professor in 2014. Doctor Hansen has taught the following courses: American Indian Law, Indians of California, Contemporary Life of the American Indian, Organization Theory, Public Personnel Administration, American Government, Politics & Conflict, Homeland Security Administration, Environmental Politics, Latin American Politics. His credited publications are as follows: The New Politics of Indian Gaming (2011), and The Greening of Pentagon Brownfields (2004).

Doctor Pryor is an Archeologist in the Anthropology Department at CSU-Fresno, where he has been teaching since 1993. He was chair of the department for 8 years and currently a senior staff member and full professor. His area of expertise is California Archeology, and has over 45 years of field experience mostly working in California. Over the last 20 years, his archeological consulting work has been for and with Native California Peoples. He has been conducting an Archeological Field School for the past 24 years for the CSU-Fresno Anthropology Department which is located at the Grandad Site in the Central Sierra near Mariposa, California. What is unique about the field school has been the relationships he has developed with local tribes. Through archeology, he has begun to develop a blending of Western Science with Native American values and perspectives.

Mrs. Konkle has over twelve years of experience in Law Enforcement as a dispatcher and background investigator with several law enforcement agencies such as, the Fresno Police Department, Madera Police Department, and the Table Mountain Gaming Commission. She attended college in Miami, Florida as well as Fresno, California with a concentration in Education and Indian Studies, and has completed her FEMA NIMS compliance with a certification in Health Care Leadership from the Center for Domestic Preparedness (CDP).
